The Brothers Warner have invested the [film] with all the advantages inherent in 16 years of technological advancement [since the 1924 version] and staffed it, off screen as on, with an array of talent such as is seldom assembled for a single production.
(William R. Weaver, Motion Picture Herald)
Aloft there! Clear away on your miz'n braces! Charge your cannon and stand ready to prepare for an attack! For Errol Flynn and his raffish crew... are coming about on the starboard quarter... Yessir, mates, the Burbank Brothers are really giving us some action this time... Of course it is all historically cockeyed, and the amazing exploits of Mr Flynn... are quite as incredible as the adventures of Dick Tracy. But Flora Robson makes an interesting Queen Elizabeth... there is a lot of brocaded scenery... and, of course, there is Brenda Marshall to shed a bit of romantic light.
(Bosley Crowther, New York Times)
